Yes, it’s only Episode 1 on GMG. I’ve just went through the whole process and gotten a key there and since I’ve already claimed it on Steam, trying to use the key gives me a “Product Already Owned” message.

Just like LiS1, this is just episode 1. It’s basically just a teaser to get you to buy the entire game.
