This is not just a MS issue, this also happens on smartphones and good luck if you replace it often. Bloatware is a thing, essential programs is another.
Takes the person interested in one or two of these apps almost no effort to install it manually, as it will also be the recent version installed instead of whatever old version comes pre-installed.
As for who have to clean all the bloatwares manually, it takes a lot more effort to completely remove them all without a trace of them ever existing. They even go the long way of not letting you remove by simple means, as you can only disable without taking extra steps to remove.
