I don’t know if it will force you into your regional storefront. I’m testing it on a VPN (pretending to be Canadian) and it doesn’t, so you (NA) might just get it by following EU links (without a VPN).
…unless it kicks you back to the region of origin after you log in…

Also note, that the product IDs for NA and EU (for example, other regions can get it too) are different

I’ve just tried buying something from Canadian storefron with my PL account and it told me to piss of, so just ignore all that. Not awailable in NA.

Something is wrong. This offer is less than 7 hrs old and the DLC is still up for free. Hm.

Probably someone messed up and then pulled the game from the store in panic.
Whoever got it in time still has it in their library.
