I figure they would do the coupon logic at Steam with:

If UserID owns Sins of a Solar Empire Rebellion,

and

UserID does not own Ashes of the Singularity: Escalation,

then

Give UserID coupon.

I got one too, just amused to get coupons for games I already have.
