what I don’t understand here is why is this not just an update to the game, why would it need to be added like a dlc? Could it be temporarily free?
I am not sure how modding is affected by this. If it is easier to implement by setting it as DLC, may be a reason.
Another I can think of is not screwing over people on metered Internet. It’s probably fairly large. That way you can get it and install when you can, rather than potentially being blocked from playing because “updates”.
