I currently know how to do the following things:
@discobot start new user
Starts one of the following interactive narratives: new user, advanced user.
@discobot roll 2d6
3, 6
@discobot quote
Carry out a random act of kindness, with no expectation of reward, safe in the knowledge that one day someone might do the same for you — Princess Diana
@discobot fortune
You may rely on it

So the start new user will get you certified and the start advanced user will get you licensed, possibly the other way around, I don’t remember.
Just pm discobot the new user command and the good bot will walk you through it.

the forum has a search feature
click the spyglass up right corner, and type in tutorial, and several posts pop up that might provide a solution to a potential query
