I’ve just tried changing my country on Steam, and this is what I got:
You can only change to a country in which you are currently located.
Steam has detected your current location as: Poland
If you are currently travelling, you'll need to return to your country of residence before you can set your country.
The way I read this (lines 1 + 3), a user is never ever able to change his country.
I’ve set up my VPN, connect to steam client . It says that i just logged in from USA , but my last connection was from Lithuania ( my actual country of residence ) and well. That’s it. I choose USA , nothing happens.I refresh the page and it’s back to my actual country while still saying that i’m currently logged from USA . Makes no sense to me but … i’ll live
Yup, after I’ve tried it myself, it doesn’t make any sense to me either.
It’s cuz the system already determined and set your home country as Lithuania, so it will just see you as “travelling” and so “you need to return to your country of residence…”
try again though, without VPN and Lithuania in settings, cuz it wasnt free for me either, but now suddenly it was and i added it
And what if i have …well actually moved ? Problem is not that it’s not free for me, i see no listing of it . When trying to go through web browser i get message that it is not available in my region . And i have no clue how or why because we dont have any laws of that kind so games are never region locked here.
Tis weird, but I have a trader buddum in India who can’t see some of the Dragon Age games for instance, as they’re banned in his country. Steam is full of isms. This situation doesn’t seem to have logic to it at all.

Go to your Account Details page where your store country is listed on the right-hand side under Store and Purchase History. Select Update store country. Once you have selected your new country of residence, your store region and Steam Wallet will automatically update to the new region/currency using daily exchange rates. Future purchases must be made with a payment method that matches the new Steam country.
Example scenario: moving from Germany to the United StatesLet’s say you’ve recently moved from Germany to the United States. You will then see the United States listed as an option in the Store Region link, in addition to Germany. Selecting it will change your store to display products and pricing available in the United States. I know dude, that’s just insane. Steam refuses my payments cuz my bank card is from the States while I’m in Egypt, and I remember thinking what if i was on a holiday or studying here for example?
then that’s the issue right there, might just be the studio having decided that or something
for example, for some reason EA games dont appear on the Humble store for my region as well, though i have access to Origin and those games on Steam too now ofc…
I’ve had that happen to me too, not sure if it was for EA, but it was a sale for one of those big name companies on Humble.
Easily claimed that one, despite no actual PS4, lol.
Wish I had done that when they gave out the Uncharted Collection and Journey. I already played them on PS3, but it would have been nice to replay them on PS4 in the future.
Funny enough Injustice 2 with all it’s numerous DLC is perfectly buyable here so yeah.
I see, thanks for this info as it does explain why cant i change my country. Well not planning to do any purchases from foreign country soon so i guess that’s there my endeavour ends.
Probably won’t be able to run the game, but in the future I’ll have a fighting game that doesn’t require an emulator to play that I can get better at…maybe, lolz

I was curious, done some digging.
There were two packages used for this free-release:
The one used for NA and SA: https://steamdb.info/sub/34336/info/
and the other one: https://steamdb.info/sub/33791/info/
The list of availability exclusions of the second package was clearly intended to cover the first package’s regional availability.
So, now I have two possible explanations as to why this is not available in Lithuania:
I honestly really would not mess this much with my steam account for the sake of one measly game. There is a very real risk of messing things up and get yourself in @m00’s situation or banned entirely. I have a Scottish friend who lives in Japan and he ran into a lot of troubles first getting access to his account there and now he is entirely banned from accessing his account from Scotland when he travels back to visit family.
I mean I get the frustration of being left out of things like this, especially if it’s on a regular basis, but I wouldn’t mess around with account regions needlessly. If it’s that much worth it to you, @DontBeSilly, I’d be happy to family share with you instead and see if you can play the game that way.
Nah i’m not going any further with this. I rarely ever take these freebies but as i dont have a single fighting game in my library this looked like a nice opportunity to get a nice game but yeah. This is just too much hassle for one game.
That’s the silly part, i’m really not used to this since there’s no good reason to region lock anything here but i guess SOMETHING is up. And thanks for your offer, we might try to do that sometime.
Hey i’m as baffled as you are. I mean Injustice 2 is perfectly available here plus all other WB games i’m aware of are too so why this specific one and in so few specific countries which have little to do with one another is beyond me.
Kind of smells of data input error, someone typed L+tab+enter in a database somewhere and Lithuania randomly got added to a list. But then there’s Hungary in there as well which also makes little sense so I don’t know.
The only thing I found regarding this game and region limitations is that it was banned in UAE for a while because they’re a bit titchy about the suggestion that there’s several gods. That was resolved with a title change for the region.
