you use the “gift” option (it then generates a link you can send/copypaste to person/friend), -the one you gift it to then has to link their battlenet acc to their humble acc to activate

ps, supposedly has a region lock exemption according to steamgifts 
so maybe best not gift to anyone in that/those regions
