the game isn’t region locked no worries, it’s a notice that is on all games now, region locked or not,
it’s just merely there to “change”(green to red) in the rare chance you do run into a region locked game
or if a game has region lock (which one were considering to gift) it has a “slide bar” that lists the game it’s locked in to
but right there, in the pic, just “as is”(no slide bar), is the exact same as a regular "Not region locked"tag 
(imo they actually just confused me more now since they changed it to "always green/country name, where before it would only pop up on games that had “some” kind of lock somewhere in the world even if not your own. Now i’m always spam clicking the country box to confirm -in case i missed the slider)

the 2-3 different “X country” check mark/“lock” meaning on Fanatical
mostly like steam they will just completely omit/not show you a game/deal that is locked entirely out of your country, but if a deal, like star deal i think, does have ip/purchase country region lock, it will display in red, otherwise you’ll see the other usual “green” standards, 1 for no lock at all, and 2/2½ for those with some locks, but not pertaining to the ip/country you are visiting store from

If I understood correctly this game deal is available everywhere bc It doesn’t have the arrow thingy ^^

nope, just like rilover said “missing arrow thingy” = no region lock ("nr1"pic)
green+“arrow thingy”/slide bar = locked “somewhere”, but not in “your country”/the country the site is registering your ip/card from ("nr2"pic)
basically it’s only ever locked when red, "nr3"pic(and most of those cases the store wont even show you the game, like steam) -making the drop down only useful if intending to gift a copy thats “green”+region locked like in ("nr2"pic),
hence why the green check mark (to me) is more confusing now, since it constantly makes me think it is region locked somewhere (despite not being without the drop down bar) -because before they didn’t show you the green check mark, as there was no need to on games with 0 lock lol
