Is this a “claim (and install) once, free forever” thing or “download and install now” and you get to keep it so long as you have it installed?

As far as i know both Android and IOS have the “claim now and keep it forever” thing going on.
I got many apps/games that were free and i still have them. So you can just cancel the download when it starts and you should have it in your account for later. It should say “Install” on them.

Yes, definitely a keep forever thing, as long as it’s been associated with your Google play account, you are set.
