Mirror flower water moon. It’s an idiomatic phrase more than a directly descriptive one. It means something that can be seen or experienced but isn’t real or doesn’t have a substance. Not only used for reflected imagery but also things like emotions evoked through literature or art.

MĂ„ngata just means what you said, directly descriptive of the elongated reflection of the moon in water.
