It has been retired and removed from sale on steam. If it was at some point free it was either a mistake as they changed status on packages offered or highly temporary.
Thanks for the link to the website. I downloaded it and threw it through some virus programs and it looks safe.
The site even links to the developer’s small blog explaining why it is free. Hint: The game was ignored, they went bankrupt, and he decided to retire instead of continue.
It’s a bit sad. But he really wants people to play the game.
That makes very little sense to me. Why would you stop distribution through steam where you don’t pay for hosting or bandwidth and make it available for free only on your own site where you do have to pay for those things?
You could just make it a free game on steam and accomplish the same things without incurring any costs.
