It was free from the start, always been free as far as I’m aware. It’s also largely abandoned unfortunately, they shelved it in favour of the goldmine they found in Fortnite.

Unreal Tournament 4/UT2014/The-New-UT is the game you linked to, though. It’s been F2P from the start, and never went beyond pre-alpha phase. It’s also one of the first games to use the Epic Games Launcher and one of the initial reasons behind why I downloaded it. I’d say it was ever-so-slightly below Quake Champions on my disappointment-o-meter for being mildly less insulting.
If it’s the HD visuals throwing you off, you’re probably getting it mixed up with Unreal Tournament 3: Black Edition, available exclusively on Steam. wait hold on a sec
