You used to be able to do that, but sadly Steam changed it at some point. It likely caused a lot of issues in their database. I can see a lot of errors being produced by someone owning a dlc for a game they don’t own.

depending on the package/app deposit you can still do that.

@M00 You can get it on GOG without owning the base game.
Just gift it to yourself at the checkout, you’ll get a code to redeem in the future (when you get the base).
The code expires on Dec 31, 2199, 11:00 PM (so make sure you set your alarm to the hour).
And if you’re wondering, yes - you can generously gift it to yourself multiple times.
