It’s on the Japanese store but you don’t need vpn to claim it.
At first I thought it wasn’t working because it didn’t appear as purchased but then it did when I searched for the game in the store again. I don’t have a Xbox One to make sure though (Yes, I know, I just claim everything that’s free even if I can’t play it, one never knows)
