It always seems to be the latter, as I think they sell their keys worldwide regardless if it works there or not.

the coin shop adds new games every two weeks on friday not saturday, if there’s a good game in there the keys will run out in about 2 hours so you need to be fast

Previously, they also give VR key for free too on their official website.
